Worst Chip: Minibomb. It's useless unless your opponent is 3 squares ahead and is slow moving.

Best Chip: Hard to say. Up to MMBN3 Muramasa and HeroSword were my favourites. But in every game I've always had FullGauge and QuickGauge.

worst chip(s): Dark Chips in exe 4, you dont need them and they cost you 1 HP.
Minibomb - useless with fast moving enemies, only needed these buggers with desertman.

best chip(s):
Multiple Enemies - BluesV5
Single enemy/boss - Herosword

Worst Chip: Escape - Who ever uses this chip anyway in Battle Net 1/2?? It was pretty pointless back then and luckily they took it out After Battle Network 2. (Thank goodness it wasn't in Battle Chip Challenge)

Best Chip: FastGauge/FullCustom - I always try to get FastGauge in * code by all means possible. Simply the best chip for any situation (Except Liberation Missions, lets have HeavyGauge). FullCustom always screws my friend up since he stocks up on chips, when the turn begins, pow! Completely shocks him to see the Custom Screen after half a second!

Best chip: Stepcross. I love that chip You can hit pretty much anything you want. Or Magnum works too.

LordOfChaos from BN5DS was a good chip. 500 ATK that hits all 9 enemy panels, breaks all panels, & breaks defenses. Plus, using SCR, that makes it 520. Plus with a bugged Humor program, if I wait long enough, I can easily do 1040 damage.

Escape was one of the worst chips ever following BN1. What's the point of having it if you just need to press R to escape, anyway?

Worst chip: Recovery 10. What good is getting back 10 HP when there are Recovery 30/80 avaialble soon after you start the game?

Best chip: Depends. Muramasa and Folder Back were both excellent, but then BluesV5 was good for killing multiple enemies.

every one is hating on the airshot chip....if you have a gyrosoul based folder it works quite well since you can afford to sacrifice it for the unison the randomly use another to double the atk strenght of windbased chips plus airshot and rockcube....sweet!!!, it like using poltergeist cheaply

As I said, it's all relative. This is a rather subjective thread, as it is up to the individual user and what he perceives to be bad qualities to determine what chips fit this bill. Almost every chip has a use in SOME way or another--even the chips I nominated. It's perhaps the chip with the most arcane window for use which can help.

as i've said before, i think Slasher is horrible. this is because not many enemies come into your panels in any of the games it's in. the best use for it i can think of is sacrificing it for a Soul.

best would have to be any of the Swords because they can kick bahookie relatively easily.

And on the whole Tornado being bad thing:

Tornadoes are quite deadly if used correctly.

60 + 20 + 30 + 10 + 10 x 8 x 2 x 2 = 4160 damage providing my math was right. This is from a single Tornado mind you.

Double Point, Tornado, Attack+30, Attack+10, Attack+10 for the chips then x8 (from Tornado), x2 (Ocean Panels), x2 (Gyro Soul Prop effect)
