If you mean scenes like the slot-in or transmission sequences, then this is what animators call "bank footage". Banks are very common in anime (made widely popular by Sailormoon and its henshin sequences, for example). It saves the animation company money, and allows them to animate them nicely to boot. You'll notice all of EXE's bank shots are done by the same director who did the movie.

I think it's pretty much common sense to re-use what can be re-used to save time and effort.

Kinda noticed that Meiru's CF henshin was a re-drawn Enzan CF henshin from Axess, though...

Heck, not only was it Enzan's redrawn, they didn't even bother changing the background to Stream's CF version when they reused the footage.
I get the feeling they conveniently set everything up so that neither Meiru nor Dingo will perform CF again in Beast. Of course, if they do, I'm really, really hoping ShoPro finally gives Meiru an original henshin sequence, or at the very absolute least, make the background consistent with everone else's.
But, again, Rush apparently still has that Synchro Chip, which means that Rush is likely the only source of a Synchro Chip for Meiru, and without a dire need for CF, I doubt he can be forced into transforming. Even if they do get into a situation where they can perform CF we'll probably wind up seeing R-Tomahawkman again, but no R-Roll. |

That was actually changed as of Stream episode 40. It was Enzan's animation, but at least it had Meiru holding the Progress PET.
Regardless, Rush is in Limbo, and R-Roll probably there permanently. I'd be content just to see R-Roll appear in Beast, but I've come to expect the worst with regards to that in the anime. |

Hon Kesshou is right. Stream 40 is the only one that used the Progress PET. Actually, since that henshin had her wearing different clothes, the entire henshin (before the ending pose) was redrawn by Ishihara Mitsuru (responsible for all of the other henshins), who also happened to do that episode. Compare Meiru's head with her head in her normal clothes and you can see a significant difference. (It's most noticable in the hairclip.)
