It's been EXE tradition since the original series that the series finale is done by Ishihara, so I don't see why Beast would be any different. |
I thought that EXE was done by the same person.... since the episodes look alike.

| They're all done under the Xebec animation company, however there are branches within the main studio that do episodes before they air. For example, one branch may do episode five, while two others do four and six. I don't think that only one person does each episode, but if it's just the key animation and not the in-betweens then it makes more sense. |

The difference is especially noticeable in episodes 13 and 14.
