I haven't read through this entire thread, so forgive me if I'm beating a dead horse with any of this... but...
I think it's simple enough...
Stream brought EXE to a settai timeslot. In order to fit the settai bill, they had to bring in more Cross Fusions. It's obvious Stream was originally intended to be something else, but in mid-production, the entire run shifted... like how we got a single Soul Unison, and how characters like Toadman and Numberman appeared in the first credits sequence as if they were important, but Toadman never even appeared! So, instead of the EXE5 Souls (which would have also been just as trite as Axess's, as we saw in Gyro Soul's acquirement), we got a bunch of Cross Fusions, which gave the show a "settai" feel.
As for Beast, it simply wasn't long enough to introduce a bunch of Crosses. Other than that, it'd be really difficult for the anime to make Crosses any different (and especially more interesting) than Souls...
I don't think it has anything to do with how much work would be involved with animating the Souls and Crosses. The concept works well in the games, but in the anime? It grows old really fast. Styles worked because there were only four (plus five, but Bug was a one-shotter).
But Souls and Crosses? 12 from EXE4, 9 from EXE5, and 10 from EXE6. That's 31 of those bastards, and two of the Souls were redone as Crosses (Tomahawk and Aqua), plus 10 more for Beast versions of the Crosses, and then 9 more for Chaos Unison versions of the EXE5 Souls. 50 Styles. FIFTY. That's just far too complicated and unneccessary.
Though Cross Fusion was overused, I'm personally happy the anime decided to take a bout of originality and design 13 of their own styles. We got 13 Souls too. Be happy. _________________

Beast doesn't have to use the Beast Out versions of the Crosses though. Just plain regular Crosses are good enough for me. |

Considering the series is named Beast, there's a certain Beast theme they would want to keep with. So, yes, Beast Out versions of the Crosses would be more likely than even their normal versions. But, they pretty much decided to give individual navis the ability to Beast Out instead of Rockman snagging 20 more Styles and doing it himself. I figure it's much more interesting getting to see, say, Quickman Beast Out than Rockman getting Tomahawk Cross: Beast Out version or something. Hell, that's what they did with Stream: Cross Fusion Jasmine/Medi is far more interesting than Medi Soul woulda been. _________________
