Does anybody know of all the characters you get to be on this game? I'm thinking of buying it.

We have 4.5 thread that contains all this information.

It's unknown why it was never released, some speculate that CoA didn't want to translate all that text.

I think it also had to do with too many Japanese culture references

I have only heard rumors about 4.5 so what is it? Is it only made in Japan I wold like to know so I can look into it.

Rockman Exe 4.5 is a RPG. Apart from Rockman, you can play as the above mentioned Navis. You don't actually control them in battle, you give them instructions. (Go to the rear of the area, get close to the enemies) You can also give them chips, but there isn't a Custom Window. Three chips are lined up at the bottom of the screen which you can choose from as long as your Custom Gauge is filled up enough.
The entire game takes place on the Internet. You can use Navis to clear out obstacles. (Numberman removes gates with a question mark on it, Windman removes a large tornado, Gutsman breaks boulders) The game also has unique minigames for every Navi. Numberman will ask you easy math questions, Metalman stars in a sidescrolling game, etc.
The game uses the Battle Chip Gate, but you can play without it. If you have the Gate and chips, you can unlock Navis and use the chips in battle by slotting them in.

Yeah, the game tries to emulate itself as if it were a real PET. It has some of the functions a pet probably would have if it were real (Ie: alarm clock, calender, clock, organizer/schedule, and things of the like). Also things are in real time. An example would be if you were late to a tournament, you'd be disqualified. I would like to have the game, but it's in Japanese...

Talking about reasonswhy the game wasn't released in America is probably that the Gameboy Advance (PET) is required to stay on (I've heard that s bunch of times) and that Capcom of America probably realized that American Kids would rather not buy more than one GBA so they could keep one on. No one's that dedicated.

I heard it back when it was a new concept, thigs have changed, I'm sure, but that was a long tme ago. It ws going around on some message bas that I used to frequent. My bad. Also, on reasons why (forgive me for being repetitive), when you plug-in, you have to start from the very beginning of the net each and every time.

Only if you're emulating. Cartridges have a battery function to keep save data, and also to run clock functions. You didn't have to keep Gold/Silver/Crystal versions of Pokémon on all the time did you? The principle is exactly the same.
