I'm sorry but I don't see why they would bring Shoryou back. Wily programed him to follow in his footsteps and control Gospel (Almost typed Grave there *Bricked*). Most likely his program was deleted by Wily when he wasn't needed anymore. Or even Forte might have deleted him when he took over.

Perhaps it would be cool to see Shoryou return, or even become a good guy, but he is a criminal, so they probably won't even bother. Sorry to dash your hopes and all...
