I tell you that I cant draw well and this is also dont good ^^" . I tried to design my own navi ( the head ) . So I make Ideas until the Picture of Night is finished . So tell me what do you think xD :

He's... blue.
xD
His helmet kind of reminds me of Elecman and Axel's helmet mixed together. I dunno, he looks -really- similar to someone, but I can't put my finger on it. I'm bad at that. ^^; But-- critique-wise, I would try making the head a bit less long, and the chin a bit less... chubby. Side-views are a bit hard to get right, but if you give it some work, you could get pretty good at it. n.n

Yeah I think you think of Starman mixed with Colonel Oo" ? But why not blue ? Sure I dont find any kind of "how to draw..." for Rockman Characters . So maybe you can draw some Oo"

I tried to design My own Naruto character . He has an Transmutation Circle on his Forehead Protector . Alchemy Ninja  . So I know He didnt get well :

I definetly agree with you on face; it could use some de-elongating. And I think the character you're talking about is Terra. Who this character looks fairly similar to.
I like the idea of an alchemy ninja, and you're picture is pretty good. However, I beleive the face could be aligned a tad better, and some shading would be nice, though not necesary to make a piece of art look good. Pretty good job!
