Rockman Square section.
And to answer your question, there has been a cartoon on the classic series back in the 90s. _________________

Aside from the 90s Megaman cartoons from Ruby Spears, the only Classic Series anime are the OVA's. All three of them have been released on DVD. The show all have to do with learning about Japan and the customs of the people there.
Other anime scenes you have seen probably come from Megaman 8 or Super Adventure Rockman, a choose your own adventure-type game that was never released in English.
If there's anything else, it's slipping my mind. _________________ (\ ºvº\ (\

The cutscenes in Megaman 8 are part of the game. That's the only place they exist. It's a PSX/PS1 game and it shouldn't be too hard to locate a copy.
As far as manga, yes, there are several classic series manga. Some of them are older, and may be difficult to locate. Check out eBay for starters. There may be other online stores where you can find them, but I'm not familiar with any myself. _________________ (\ ºvº\ (\

Megaman 8 is also included in the Anniversary Collection, if one can't find the original version.
Also, as far as I know, the old Ruby-Spears cartoon is also out on DVD. _________________
