CGing Drawings?

Does anyone have a basic "tutorial" or any tips on how to CG a drawing. I just don't really understand how it's done at all.

(Btw I'm not sure if this goes here, it doesn't include fanart so I didn't put it there. Feel free to move it if it should be moved.)

Here ya go. This is the tutorial I reference to the most. Made by Maqqy, it's pretty easy to understand and will work with basically any art program you're using, like PaintShop Pro and whatnot. Same rules basically apply.
