Opening is Heart Wave by (?) Misora. It's alright for an anime opening but there's also some way better ones out there. :]

It's still pretty cool. The fact that it even has an OP is amazing, since the episode is still only about ten minutes long.

Maybe Ryuusei no Rockman was originally animated for 24 minutes? This may explain why it's going very slowly. |

Not really amazing. I did notice how similar Misora is to the sounds of GLOBE though. (<3333333 GLOBE btw~!)
