Looks like Sketch's assumption about 26's "man" being Cygnus-Wing was correct. Furthermore, from the vagueness of 28 and 29 and considering there's not much else to introduce, we may be getting those Star Force transformations (finally). |

Cygnus-Wing should be the first FM to return since his first encounter with Rockman...besides Gemini-Spark. That leaves...everyone else besides Gemini-Spark...and Crown-Thunder. As far as I know, Crown is trapped in Jean's skull. Correct me if I'm wrong. :O

Other than the final boss and the leader of the FMs, yeah, that's all of them... but there's also five Net Navis they could write some plots about: Propellerman, Pitchman, Shovelman, Openman, and Airconman. (I'm a bit surprised none of them have been used yet, to be honest.) They could do something original too, like they did with that Virus Human episode. (As far as I know, humans and viruses can't fuse in the games.)
I honestly wonder where the series is going now. Obviously, it's not conclusion at 26 episodes, so it seems logical they'll stretch things on to 50+ episodes... but with nearly all of the important characters introduced now, most of which were written to be one-shot appearances, it seems like they're out of source material. The only thing I can imagine they'd do is bring back all of those one-shot characters (Ox, Libra, Cancer, etc.) to contribute toward the finale.
But after that, then what? Capcom better be announcing Ryusei 2 soon if they want the anime to keep going. Otherwise, the writers will have to go into hardcore originality mode to keep the series on the air.

Game spoilers:Ox Fire, Libra Balance, Ophiuchus Queen, Cancer Bubble, Wolf Forest, and Crown Thunder....and later on Cygnus Wing and Gemini Spark if needed...CAN return. Remember? Gemini said that as long as an FM Seijin has merged with a human before, they can recall the memory data and power up into the Denpa Ningen forms again. It was because of this that Gemini was able to become Gemini Spark again even though Tsukasa was no longer aiding Gemini. The same happened with Ox, Cygnus, Libra, and Ophiuchus in the space module.
So not only will we likely have those characters return quite often, we can still look forward to G-type viruses, Gemini's army of Jamminga soldiers, and possibly even the Jamminga-G against which Rockman needed to become Rockman Fire-Leo/Ice-Pegasus/Green-Dragon to defeat. We'll just have to wait and see.

Xebec updated with episode summaries for episodes 26, 27, and 28. I dunno Japanese... we know 26 and 27 are gonna involve Utagai and Cygnus getting some kind of revenge on Rockman and Amaken, but also...
Babelfish revealed in episode 28 this interesting tidbit: "Declaration of war in the terrestrial mankind." Looks like something big is happening. Also, for you Misora lovers, Babelfish also claims: "Harp note fights, being single, opposing to the radio wave virus, but..."
You heard it right. Harp Note is single! =D
Anyway, even more awesome news... Guess who's art directing both episodes 26 AND 27? That's right. Shingo Adachi, the guy who is quickly building a fan-base with his work in episodes 11, 18, and 23, is delivering a double whammy with the two-part Utagai arc. Awesome, no?
(Masayuki Nomoto is doing 28. He just did 24 and 25 if you need a reference to his work. We're pretty overdue for Akira Takahashi... We haven't seen him/her since 22.)

It's hard to tell. The episode summaries are pretty vague as is, and Babelfish only muddies the water more. I'm sure Rockman will be tied up with something else (much like he was in 25 when O-Queen knocked him out), and H-Note will be forced to take the wheel and save the day (as she has been for a while now). Glad to see she's becoming such a dominant co-star. (I wonder if those jamming viruses will be showing up in the 28-29 story arc...)

Jammingas aren't viruses. They are the foot soldiers of the FM Planet and are essentially armored FM Seijin who have not fused with humans. They do have G-forms though, like the Denpa Viruses do.
In 28, both Rockman and Harp Note will be overwhelmed by an army of Denpa Viruses released by Cygnus (the previous episode talks about Cygnus gathering all the FM Seijin and Denpa Viruses attacking Earth). Rockman will be beaten and Harp Note is going to end up backed into a corner. It's not neccessarily her moment of shining...more like she's about to become a damsel in distress.
Obviously, Rockman will re-awaken with Star Force to save her...
