As far as I can tell Webbuilder, the cage WarRock was in was in that abandoned place the FMs are using as a base, and that's on Earth. As far as I can tell, Earth is in a weired out state wherein Denpa and the Material coexist on the material plane. (think episodes 28+29)
If this is not the case, and the Denpa are no longer on the material plane, then that incident with the bars remains a plot-hole. XD
And a very rushed one at that.

Subaru did have his visualizer on, and a containment system doesn't necessarily have to be incorporeal to humans - indeed, it would make sense to at least slow down a human trying to free War Rock.

Plot hole filled.
