Since we're somewhat on the topic of past seiyuu performances in the Rockman franchise, besides Shadowman -> War Rock and Beastman -> Hyde/Phantom Black....we also have Barrel -> Empty....and as many may have heard by now... Helios -> Burai.

Oh yeah, forgot to mention that. Not just Rockman 8, but Super Adventure Rockman and Battle & Chase as well. (Did I miss any other games were classic Rockman actually spoke out loud?)
Yeah, Akane was Rockman.exe, Dark Rockman.exe, and Rush.

Helios=ZXA Helios? I'm afraid I haven't heard the japanese version of him.
And I could swear that Rockman.exe's seiyuu was Subaru o_o Unless the seiyuu plays more than one character.

No, Ooura Fuyuka has never performed in any Rockman-related media. The only other performances of hers I can remember offhand is Dark Magician Girl (Black Magician Girl) as well as Tomoko in Prince of Tennis.

Actually, I have a theory about that.
I think that Utagai, in order to help perfect the materialization feature of the Star Carrier, is using the Utagai Area to re-create that invasion during the middle of season one, where the denpa viruses took on solid form and were wreaking havoc. (Note that the Battle Cards that Subaru and Goyoda used took on solid form, too) Once he figures out the secret behind that, he'll figure out how to perform materialization in normal denpa airspace.
He may also be using the same technology he used to build that machine that allowed the FM-ians to perform Denpa Henkan without a human host, back when he was still controlled by Cygnus.
And don't forget that in the game, materialization is already commonplace, and people can create solid objects out of data stored in their Star Carriers, like surfboards and stuff
So no, I don't think we need to worry about the Dimensional Area overkill we experienced back in EXE Stream.
And, to be fair, a lot of Rockman's battles against the FM-ians DID take place in the real world, especially in the latter half of the series.

I never said I was happy with that. But at least they kept going through the wave world, nothing like in Stream where Rockman even STOPPED battling in the cyberspace. It wasn't very pleasant in Axess either, the current scheme was highly overused: Rockman battling an enemy in the cyberspace, mysterious button push popping out dimensional area, enemy in real world and battling like that. >_>
Anyhoo :1 I really hope I'm worried for nothing. Really.

I think some FM-ians want to be seen when they destroy things. They want to destroy things and the only way for Rockman to stop them is to be solid too. But no one's going to have the time to think about changing phases just to pass through things when they're kinda flying through the air. There's also the scene where Gemini B and Rock are fighting in Misora's manager's office and he didn't notice their racket.

Fuyuka is Subaru's seiyuu. Hence the 'she has never been in any other Rockman series' part of DrkX's response. Which means no, they aren't the same, as you can check the seiyuu list on REO's main page to see that Rockman.EXE was voiced by Kimura Akiko.
