Well, if you go to The Megaman Network, there's a news post on the front page that mentions how Gyroman Black's blog mentions and advertisement for the make a boss contest for a third game. Babelfish-ing the blog gives something mostly incomprehensible, but 'meteor 3' is mentioned, and something about a meteor's pause or whatnot, but the later part of that's probably just due to Babelfish being Babelfish. Anyway, looks like a third game will be released, so that's some decent news.

This could be good. But what are they going to use as the FMs or UMAs or what ever. They've done stars and monsters.

The one on the bottom is just an example of a boss submission. The one on the top, if you are refering to either, is Libra Balance or the L. Master Shin example.

The new guy reminds me of an older Dark Kirisaki. When I first saw him I was like wtf is Kirisaki doing in there, but alas, it's not. Or is it?

I say it's Warrock as a human or something cracked up like that simply because I can.

I bet his name is Noise too.

Solo coming back was pretty much a given, I thought. But who's that blue-haired guy? He's got a red Visualizer. He strikes me as the new Baryl.

Everyone looks so serious there, and there's rubble strewn about, and everything looks so, broken. Some heavy stuff looks to be going down.

And Pat's still not there. Damn.

Bump-a-roo due to Coro Coro scan, credited to Drk-X over at TUS.

Other than a centerfold of a battle-scared Megaman flickering out of existance, there really isn't that much info that we haven't deduced already. Noise will also be referred to as Noisy Waves, and it can give more power, but if mishandled...

...Yeah, so Noise is apparently just Dark Power 2.0. Don't really know how to put this is a good light since I personally despised the Dark Power concept.

Anyway, Megaman can apparently get infected by Noise, and when he's infected, the battle system will change, and I bet this'll result in a new transformation. Everyone who didn't see that coming, you may turn at face the corner until we call for you.

And finally, the DS will apparently be able to wirelessly connect to a cell phone, but I highly doubt that will be intact for an English version.

So I gather that the "Noise" may come from your cellphone and is basically like Darkchips. But, I can't read any of it so that's just a guess. Also, I'm not seeing the US getting cellphone reception either.
