I'm not savvy when it comes to downloading episodes with torrent, but I would love some links to even some other websites that possess easy-to-watch-without-dowloading episodes of Rockman EXE (perferably Stream) or some accounts on youtube which still have these episodes. Thank you!

I am afraid that there isn't much to offer on sites such as YouTube when it comes to R.EXE eps. You may find episodes there (be they raw, subbed or dubbed) but most of the time they get deleted by YouTube due to copyright infringement. My R.EXE AMVs even suffered that same fate.
Used to go to Veoh.com for English dubs of R.EXE eps, but they too have vanished now.

It's worth downloading the torrents. And very simple really. Just download one straight from bittorrent.com or google for another one, download the torrent, open it, set the download directory, and get some coffee.  |

From my recent searchings on YouTube, I've found that there are couple of
episodes of Stream up on YouTube (Mostly of the later episodes, but the
[in]famous episode 44 is up right now.). I used 'Rockman Stream' as my search,
in case you want to look for youself.
There's also MegaVideo ( http://www.megavideo.com/ ). You can find a couple of
episodes, some Stream, some from other seasons, if you search with terms
like 'Rockman EXE', 'Megaman NT Warrior', etc.
Hope that helps.
(Especially since I'm not too keen with Bittorrent, either. ^^; )
