Game sprites have a palette limitation, just like we've explained here. Yes, 15 colors + a NULL color for transparency. They couldn't make Rock's eyes green because of that limitation.
RockmanEXE game official Art always depicted Rock with green eyes, Enzan with blue eyes and everybody else with the differences we had mentioned. I think this has been either because of a palette issue (they had to reuse a specific palette since they could not use a new one) or just because of color limitations again. Either way, with EXE4, some graphical issues have been solved and improved, and infact, here we go, Rock has green eyes. And yes, Rock in EXE1 looks like he was skinburnt to a crisp. :p _________________ SPOILER:

All I know is that when in a cutscene, when Netto's talking to Rockman, look at his eyes on the screen, not mugshot. They blink. |

Anyways, due to this color limitation, they needed to reuse the shades of blue from his helmet to avoid going over 15 colors. Note that when they changed it to green in EXE4, the background of the mugshot also became green. |

Actually, whenever Lan takes out his PET, you CAN see him blink. Since the sprite is smaller, it's probably harder to see in EXE 4-5, than in EXE 1-3. Just thought I'd clear that up.
