Try looking on GameFaqs.If they don't have it there buy the guidebook(it works).

If I recall correctly, Undernet 4 is through a link in Under 3. Perhaps the bottomost one? I cannot recall for now. Perhaps an author will take this stand...

Yeah I just looked at my guide book and it is a link from UnderNet3.

Oh! BN3!
That's simple then. It is through the uppoermost link in Under 2. Find a path from Under1, and find a treadmill heading left. Take, it and hop into the warp point. Now, simply bypass the treadmill and take the upper route to the top. You'll find a navi that will see if you are strong enough. If you have completed the tasks in UnderSquare, then he will grant you access.
