protoman's shield

Why is it that megaman in protosoul has his shield on his left forearm, but protoman has no shield in the anime whatsoever?

Because Rockman's soul unisons aren't exactly the same as the original navi.

Besides, Blues has (or used to use) a shield in the game, and the soul is based off of the game Blues.

Blues still has Blues Shield in the later games.

Protoman in the games always has the shield. They decided not to give the anime version one and didn't think it would be a big deal. Then of course ProtoSoul comes along and they have a design with shields and they couldn't exactly design their own variation of the soul sans shields, so they just kept it as it was without bothering for an explanation. Just go ahead and assume Anime Protoman always had the shield and just never chose to use it.

Or they could just let Blues use it now, without any explanation. It'd be the same reason Roll suddenly had her Roll Arrow in Axess/Stream.

Well, Roll "suddenly" had her Arrow in the games at the same time, so thats not as good an example. Although they did show her healing for the first time in Axess, I believe. Roll's healing power has been her staple since the beginning in the games though hardly ever comes up in the anime. The same could go for Proto's shield.
