They're a blush. Children's cheeks then to be more rose tinkted through blushing. It's also used to represent they are very small children.
Netto should have been in kindergarden or first grade when he appeared like that on te anime.

No I didn't use any paper at all, nor pen nor real inks. Yes I used a pen Tablet, it's all a digital drawing.
