That's not the reason. If the Capcom writers had the determination, they could easily kill off the classic villains and replace them with newer, better ones to fill the void, but they're under the impression the outcry of fans would be too great if they permanently removed any character from the scene. |

Wily is just resilliant, and so is Tadashi, who is able to live on as a program of some kind. Old people don't have to be weak and feeble, look at Jack LaLane.

Heatman once told me that Keiji wanted only Zero for the X series, but was told removing Rockman from the scene would alienate fans of the classic series. Though I'm happy with X as turned out, You gotta wonder how things would be if they had the guts to say.... perminantly kill Zero off the X series or Blues from the EXE series(I hate him....)
