Like I've said, there are just too many factors to take into consideration. And ultimately, there's no way you can determine who would win. Its a 50/50 chance just as Midnight Critic's pointed out.

Hmm...Rockman has the special trait of being a human once and Full Synchro. But then again Blues has a big sword. Synchro or Sword?

Hmm...

I have to go with Blues here. Even with the anime showing us Soul Unisons and Crossfusion, Blues and Enzan just seem to keep their cool much better than Lan. Also more mature, for that matter.

I'd (obviously) say Blues.
Rock can't simply call on Full Synchro--although if you look at the manga, and if they do that, there are heavy downsides to it as well.

Full Synchro R Rockman: CHARGE SHOT!
R Blues: (dodges)
R Rockman: ...ow. Energy drain.
R Blues: (Smacks R Rockman with Element Sword PA)
R Rockman: Ow again...(collapses)

...So yeah. As far as we know, Netto and Rock still haven't progressed past the point where Enzan and Blues jump in and save them. Heck, Enzan even did it when Blues was a Darkloid.
I'm also not entirely sure they've been hoenstly trying in anything other than a fight against the Darkloids....and I'm not sure Soul Unison would do it. If you call Cross Fusion SP, DS Blues and R Blues rank about the same...and actually...R Blues kinda got the one up when he fought R Rockman.
Take away Dark Chips, and I'm pretty sure Blues'd still win.
Rockman's power lies in his upgrades--style changes, soul unisons, etc. Blues' ability lies in his and Enzan's skills.
So I'd have to pick Blues in the end.
Of course, if Forte were included, all bets are off.

If we talk manga, Saito Rock whups Blues' arse. Anime, they haven't fought for like three seasons, so no one actually gives a damn there. Game, Rock's the freaking protagonist. Nuff said.

Besides, I dislike Blues greatly now. >_>

"Unfair enhancements"? Muramasa Style isn't one of those? >_> Rock has been able to hold his own against Blues since manga 4, I believe.

if rock won't use any soul unisons or style changes, blues will win.
did you noticed that in most of the battles, rockman didn't won all by him self? by "by his self" i mean no style changes, no soul unisons and no help from other navis.
the only weapon rockman have is the buster, and blues is just.... stronger -_-;

Rockman seems to get lucky quite alot because of circumstances and how they fit his personality...Like how he got Saito syle *grin* It was because bass let him get it so he could become a worthy opponent after rockman made his speech about how he'd beat bass one day

Rockman-

Blues-
Murasame
Expertise in sword chip advances

But actually, why do you think they'd actually fight each other anyway?

I think such a scenario will not happen because

- There are more pressing issues in the comic happening that still have to be resolved

- Blues and Rockman have a tie as close as that of brothers(seen in Book 4-7) in multiple instances where blues calms megaman out of his crazy saito syle rage and also when they fight along side each other against Bass GS and the dark soul navis

- Capcom is gonna get hell from Blues Fans if Megaman wins and vice versa

I think both of them are equally good navis and that we should stop arguing over this Smile

Saito Rock could hand Blues his head on a platter, Muramasa Style or not. As for Rock being lucky, that's just his luck. *shot*

In any case, Blues does have quite a few more built-in enhancements than Rock does. However, Style Changes could be counted as these too. Technically, they're built-in, they suit whatever style Rock wants to go, and they shouldn't be counted as "unfair advantages", seeing as how Rock can only use one at a time.
