Anime wise Regal is in fact Wily's adopted son. But in the game series Regal is his biological son, in RMBN5 Regal calls him Otosan and not somethign like Oiyagi or old man which is what most people call an adopted father or a person whom they looked up to. Then again I could be lookin at it too deeply.

In BN/EXE 5 it is explained that Regal it is Wily's son, hinting more towards being biological son, as Wily does explain he [spoil:9ede2cccc0]Failed through his rising of his son, that he did not raise him well.[/spoil:9ede2cccc0] And also, it's hinted that Wily was married. XD
