Not much to say other than the entire page is very screwed up at the moment. The background and banner are gone, there a bunch of strange code at the top, and the pictures are still there. That's about all o_o

I've refreshed several times and it's still the same. It wasn't like this yesterday, but right now it's become very strange. How do I clear my cache? (I've done it once a long while ago, but I don't remember how, and I'm having trouble finding it on Internet Options)

It should be Tools-->Internet Options--> Delete all Temporary files for Internet Explorer. I imagine Mozilla Firefox will be mucht he same.

In Firefox versions below 1.5:
Tools -> Options -> Privacy -> You can clear the cache here.

In Firefox 1.5, you can do the same or go to:
Tools -> Clear Private Data... (Or just hit Ctrl+Shift+Del)
