I hope that you give me an honest answer.

It's up to you. Preferably, you should post them in links so people can scroll down to comments/crit. faster. But it depends on the poster. I'm not forcing you to do either.

I'm just wondering, is it okay to reveiw to someone's fanfic (I'm not saying who's) and recommed things such as proof reading, or not making author notes longer than a chapter? i didn't see anything so i was wondering.

I think you can give constuctive criticism as long as you're nice. No flamming normally means no yelling for no good reason, and if you do say some harsher things then be nice about it.

Eh, fics can be either from EXE or off-topic (non-related to EXE).

Adding a new line towards R fanfiction.

You can post your fist chapter at any time, whenever you have the second ready, you must reply to the topic you posted the first chapter on. You can take as long as you need between updates, but please try to finish one fanfic or at least update regularly before starting a new one.
