Now that you bring it up Pyroman, in my last playthrough of Blazing Sword, Hector suffered greatly with his skill and ended up gaining a lot of speed instead, which is an area that he normally doesn't do that well in. Somehow, I was able to have him cap both stats right when he reached the 20/20 mark as a Great Lord. I don't recall if I ever gave him a Secret Book or not.

That is perhaps the one problem people have with Ephraim Tenryujin, in the fact that his stat caps are the same as that of Eliwood. They feel that Ephraim has much better potential, but is restricted due to some of his caps being low and that he can max most of them. With the RNG, while it does affect all of those things, you are right that people are mainly concerned with the level-up portion of it. Different playthroughs end up giving you different kinds of stats for your characters, depending on how well that character responds to the RNG.
