Besides, Goku isn't the strongest person in Dragonball.
He had to get help to beat people like kid Buu and Ii Shenron.

The point is it is entertaining to watch. And Rockman has fans to make the world go round. He doesn't need to be superman, just a navi with potential. And with all anime, they do like to milk it for what it's worth. It's life, learn to live with it.

Same in the manga when Serenade beat Bass, Bass got stronger and defeated him later on.
