Cross Fusion with characters outside of the EXE series...? Kinda whacky concept there... but I'll give it a shot.
Classic Series: Quint - because I totally wanna use Sakugarne!! Boing, boing boing!!!
X Series: Gareth of MegaMan Xtreme 2 - just for the uber awesome armor.
Zero Series: I don't play the Zero series, but probably Harpy because he's green.
EXE Series: Plantman - because I'm a nature-lover.
Legends Series: Mistress Yuna - Been a Yuna fanboy forever, and I'd love to be able to use her powers and stuff.

Whoo, I'm not the only one who would fuse with Tron XD ^^ Ah heck, I'd fuse with a Servbot if I could =P XD
Anyway, as for my own list... Hmm, although I've played games from each of the series except X, my list would be something like this...
Classic: Cutman (I've started liking Cutman lately, dunno why XD; ) or Roll as she appears in Megaman 8
Legends: Tron Bonne, or a Servbot (just because XD)
X: I'll let out know when I play it...
EXE: Too easy! Roll! ^_^
