Cross-Fusion in BN4?

Okay, I found this image on a website that says it's the cover to a promotional version of Red Sun. The promotional version allows CrossFusion as a soul, where you can sacrifice any chip to use it, and it doubles all your abilities. Is this a hoax? I bet it is, but I need second opinions...

EDIT:I found a Blue Moon version as well.

No, R-Rockman is on the cover because Capcom of Europe is run by yellow mules and fluffy hedgehogs. They don't care about fans at all. There's a petition about it, too.

The boxart is European and has nothing to do with the game. The Cross Fusion stuff was probably either a rumor before the game was released, or dropped some time in development.
