He introduces himself in the first Colonel episode, when everyone goes to Netopia to check out the crater. He does indeed seem to be Netopia's entire Net Poilice force just as Kifune and Manabe handle things on the other side of the ocean.

I never knew he showed up before when I wrote the Drillman ep summary and just called him various names making fun of his hair. "Wily with a comb-over", etc.

I think it's nice that someone in the Anime actually got cool hair for once. :P Though, he reminds me of Misaki.
