Well i just got the oringal opening to the Megaman cartoon from the 90's and i dunno if it's aginst the rules to post it beacause a friend of mine asked me to post it for him so is it okay to post the video?

The 'MegaMan' series is licenced and still on sale. (For example, here) It wouldn't be legal to post it here. A MP3 may be allowed, not sure about that..

It isn't against the rules of this particular forum, no. It is illegal, so that's up to you, I guess.

...I don't think they'd care if it was just the opening. In fact, ADV had it on their site at one point when the DVD sets came out. It'd be more like advertising than anything.

Now, if it were full episodes, that'd likely be another matter altogether.
