In the doghouse, jack in and run around with SneakRun NCP equipped or use the subchip. You'll eventually find him.

o_o weird place..but thanks. Time to get that will~!

Oh, one more thing..how do you kill the TwinSP viruses? They keep coming back to life..and the weaker Twin viruses never did that..

EDIT Eh...nevermind. You gotta kill them at the same time.
