I found a lottery number for it on GameFAQs, and it doesn't seem to DO anything..does it? o_o;

I believe it is supposed to power up a Punk chip--but that doesn't exist in the game.

It's likely an easter egg--or a relic of something that was in production but cut out midway through and a testament to the laziness of the developers to remove it.

It was originally put in the Japanese version to be used with the Punk chip, which would be given out at Capcom's promotions (kinda like Mew in Pokemon). And it actually had a use in the Japanese version.

But in the US version, it's impossible to get the Punk chip without a Gameshark, rendering the wristband useless as well. But of course, Bowne Global and Capcom USA were too lazy to take out the wristband (among other tasks that those loafers blew off), so now it does absolutely nothing in the US version.

Well, there IS a Punk chip..but it was a Japan promo. It was with the Forte GC chip, I think.

Yes, there IS a Punk chip, in the Japanese version. It technically exists in the US version, there's just no way to get it without a Gameshark (just like the Gospel chips in EXE2). Which renders the wristband useless in the US version.

when i played EXE 3, I got punk chips without codes or anything, but battle network 3 on the other hand, sharked a punk chip & i was able to trade one to one of my friends
