I have look over the production art over and over again and I have yet to find out how he draws the characters if any one has any idea of how to draw megaman please tell me

Your only option is to practice. Everything you do requires it, including drawing Rockman.

ok every anime has a method of how you draw it for ex: if you read those how to draw manga book thay use a lines and spheres like a mange skeleton so whats this guys method?

Of course they have lines and spheres and whatnot. But, drawing isn't definite-you have to rely mainly on your style, not copying other peoples'. If you prefer to draw your figures with a basic outline first, as opposed to drawing out the exact body shapes with no guidance, that's all up to you.
So, ah, the answer is 'use your own method'. :P
