Say in rockman 4 and 5, can you netbattle anybody at anytime? I know in rockmanexe 3, you could fight gutsman or kingman anytime.

There's no such thing as netbattles in Rockman 3, 4, and 5.
Now in EXE 4, you can't, but in EXE5, you can at least battle the team navis in their V2 forms at various spots on the net whenever you want, you can fight Footman by talking to Famous at the top of the mountain, and you can fight Swallowman by talking to him on the Undernet. |

They're still called NetBattles in RockmanEXE 3, 4, and 5.
I'm just saying there's no such thing as netbattles in Rockman 3, 4, and 5. |

To be more specific about the team navis locations: they show where ever they perform their action they're on the team for. For example, Mangetman/Knightman will be where they blocked those cannons. Gyroman/Shadowman are where they destroyed the dark chip.

The point he was trying to make, railracer, is that "Rockman 4 & 5" were the original Robot Master games; where as "Rockman.EXE 4 & 5" are the games with NetNavis. He's being technical again. =P
Anyway... No. As of EXE 4 and 5, you can't talk to the Navi's operator and get into a NetBattle any time you please. However, in 4, the SP (or ?) form of the Navis each appear at random in their own specific Net areas, so you can battle them as often as you want there.
As for 5, and also as Sketch and Raijin stated, you can battle your fellow Team of Blues/Colonel members, at the V2 level, by talking to the battle image of them, which is the sprite you see standing at the entrance to Liberation Mission areas.
