The EXE episode (51) where Netto "went into the cyberworld" to console Rockman... since the subject of humans in the cyberworld was never dealt with again in the anime, I figure it's a safe assumption to say his presence in the cyberworld was merely symbolic, not literal. As far as I know, the only human to go into the cyberworld in the anime is [spoil:552cd03432]Regal (who was digitized)[/spoil:552cd03432]. Other than that, the subject of humans in cyberspace doesn't seem to be that big a deal to the anime characters. In a way, I figure you could ask "what's the point?" There's not much a human can do in the cyberworld other than get killed. *ignores the manga and games*

So it's safe to assume that the concept appeared in game, manga and anime versions, either symbolically or realistically. XP
