Questions regarding Episode 14. SPOILERS

Before I watch Ep. 15, I'd like some info on some of the moments in Ep. 14 first. Namely there are two things I'm concerned about the most:

1) What was that TV broadcast Enzan found about? I know it mentioned a Dimensional Area but did Beyondard orinally exist as a world similar to Earth and have both a real and cyber world? Was it constructed by Griega and Faltzer?

and

2) What was that chip that [spoil:ce4c677839]Beyondard Masa[/spoil:ce4c677839] had inserted into Dingo's PET? (Or was is Laika's? No it was Dingo's)
