That depends on whose character's you wish to use, if they are from other games/series, you might want to google for the local websites of the series and e-mail them -most of these websites should have a 'contact us' address you could use to pose your questions.
Also, while I realize you're young, I beg you to please use the spellcheck option in the post window -should be right bellow the area where you type your post; before submitting, as it was a bit hard to understand your post.
Last but no least, while I don't try to discourage you from your idea, I'll warn you that capcom doesn't take ideas/projects submitted by fans unless it's through a contest, due to legal circumstances. _________________ Hecha en MÉXICO - Avatar by Me.

You always need permission to commercialy use someone else's franchises. I'd still suggest you to look up their website and e-mail them yourself to be certain. _________________ Hecha en MÉXICO - Avatar by Me.

Not exactly.
If you were intending on really sending this game to Capcom, you wouldn't be able to use their characters due to copyright laws. If you were really serious about it, you would need to get express permission from Capcom themselves and pay royalties to the company (which is quite a lot of money), which I doubt Capcom would grant, to be honest.
There is a fine difference between making something without the intent of profiting from it (like fanfiction, fanart, and other stuff) with an added disclaimer, and another between making something like a fangame or other things with the intent of sending it in somewhere. _________________

You could always make a fan-made PC game like the EXE-UnderSQ is doing with MMBN7. _________________

http://www.google.com go there, type 'Capcom' and let google do its magic. Next time you need to look for something, use google, it's really useful. _________________ Hecha en MÉXICO - Avatar by Me.

You should also probably be made aware that anything in Quote: | C:\Documents and Settings\Tina M... | etc isn't going to be showing up on our screens. If you want to put a picture in your sig, you'll need one that's hosted online somewhere. |
