I need help unlocking Gardevoir in PMD(Spoilers.)

Okay, so I've been playing for quite some time now, and I really want to play as Gardevoir, but the game still won't let me. Here's what I've done post storywise.

Beaten Solar Cave.

Saved Latias and got them both on my team.

Got the Sky Blue plains.

Got Smerangle.

Beat Entei, Rakiou, and Suicune.

Beat Ho-Oh.

And I've saved Medicham from floor 20 of the Wish Cave.

Can someone tell me what I'm doing wrong?....please don't tell me that I need to beat Kyorge. -_-;

You have a 1% get rate but you talk to it in town after the completion of Murky Cave. http://www.serebii.net/spindex/282.shtml
