I heard this song from the downloadable soundtracks page at PMM. Is it related to Rockman in a way?

Not yet. Capcom and Shopro are listed in it's description so they might be thinking of making a TV version of it in the future. And yeah, the song is cool (a music video would be awesome! *Hint hint*). :D
