Stream Question

Okay, recently I've started rewatching the anime from Axess onward, and I have to ask about something that's been bugging me for a while.

Stream 21, the episode where Misaki recovers from his coma, is pretty plot-heavy. Despite this, I was able to follow all of it except for one thing. One significant thing, and that is why were Asteroid Bombman and 'Operator', out to get Misaki? Because he was seen attacking several banks, and then boom, he's squaring off with Prismman in the hospital. I'm pretty sure that Manabe explained it in the end, but that I couldn't follow.

If anyone can provide any insights, I'd be most greatful, since this has bugged me ever since I first saw that episode.
