My dictionary is coming up blank but all simular results say something electric related. So my guess is that it is indeed something like Elekin Rokku = Elec(tric) rock.
I never heard the phrase before, but is it related to Count Elec by chance? :3

Ah thanks guys. I don't think it's Count Elec's theme. I think it's just an "electric" sounding theme for Rockman. XD
I wish there were a properly translated track list for sound navigation 01. There was one that came out as, "This fire of that fire of the world." O_o |
