Extra Characters in Rockman.EXE/Ryuusei no Rockman

Okay, so I've been wondering: apparently a number of characters in the Rockman.EXE - Ryuusei no Rockman franchises have appeared to become rather popular (i.e. Meijin and Legendary master Shin, who may or may not actually have the level of fame I accord them offhandedly), but there are several characters who I do not recognize. They are A) Soul Battler Horinouchi Takeshi (who may or may not be a real life person, but his drawn version sports a headband with "SB" on it and rather curly hair) and B) Akeru and Kazu, known as "Wave Riders".

Any information on these characters would be gratitude-inducing.

That explains why ha wasn't in the MM Wiki. It's a real person.

Yes, I had googled it, but the only thing I found was google's record of an old Under Square Post discussing a stage event for Rockman's 20th Anniversary celebration (or so I would assume from the context), at which there would be the special appearances of

-Meijin
-Legendary Master Shin
-Soul Battler Horinouchi Takeshi
-Wave Riders Akeru and Kazu
-Mami

Besides Meijin, Shin, and Mami, I have no information whatsoever for these characters, and even for the ones I mentioned, I only have game based info.
