Who Is This Character?

On the online website for Mega Man Star Force, more specifically Star Force 3's Secret Satellite Server, there's this green Wizard bearing the Satella Police Symbol; he's on the Japanese version of the site, where he gets a good deal more stuff to do,.

Does anybody know his name?

I apologize for the double post, but I just went and answered my own question: I've been asking about the "Satella Police Wizard: Clark" character. I discovered him featured prominently in one of the wallpapers I'd downloaded for the game several months ago.
